Qualquer forma de governo e qualquer regime político fundam-se em certos valores que, conferindo-lhe sentido, vêm, por um lado, alicercar o consentimento dos governados e o projeto dos governantes e, por outro lado, construir o referente ideal de todos quantos pela democracia se batem. Qualquer forma de governo e qualquer regime político ligam-se a uma certa Constituição material no sentido atrás indicado.

Any form of government and any political regime is founded on certain values which, by giving it meaning, will, on the one hand, build the consent of the governed people and the project of the rulers and, on the other hand, build the ideal referent of all who for the democracy fight among themselves. Any form of government and any political regime is bound by a certain material constitution in the sense indicated above.
