About the Journal  

Focus and Scope
The Journal aims to promote the dissemination of scientific knowledge and foster qualified debate on contemporary legal issues, with particular attention to matters related to the constitutional and legal functions of the Public Prosecutor's Office and the interests under its protection. Preference is given to original and unpublished legal works that comply with the Journal's editorial standards. Articles addressing other branches of Law or engaging with related fields of knowledge may also be considered, provided they demonstrate theoretical or practical relevance to the State, society, and the legal field, especially through interdisciplinary and transdisciplinary approaches. The Journal is primarily addressed to researchers, faculty members, graduate students, and legal professionals from Brazil and abroad. Works that conflict with the constitutional principles and values guiding the Public Prosecutor's Office - an institution essential to the administration of justice and entrusted with the defense of the legal order, democratic governance, and social and non-disposable individual interests - will not be accepted.

Editorial Policies
 

Peer Review
Submitted manuscripts are initially reviewed by the Journal's Board and/or Editorial Team to verify their compliance with the Journal's scope, editorial standards, and ethical and formal requirements. Manuscripts approved at this preliminary stage are forwarded to the peer-review process. The Journal adopts a double-blind peer review system, under which authors and reviewers remain anonymous to one another, ensuring impartiality and scientific rigor. Editorial decisions take into account both the reviewers' reports and the Journal's editorial policies. The blind peer-review process is coordinated by the Editorial Team.

Editorial Ethics
The Journal conducts its editorial activities in accordance with the principles of academic integrity, transparency, and scientific responsibility, following recognized best practices in scholarly publishing. The editorial process includes the assessment of originality, respect for intellectual authorship, adherence to research ethics, and appropriate management of conflicts of interest, corrections, and retractions when necessary. Authors, reviewers, and members of the Editorial Team must disclose any potential conflicts of interest that could influence the editorial process. Where significant errors, methodological flaws, or cases of academic misconduct are identified, the Journal may publish errata, corrections, or retractions, as appropriate. The Journal adopts as a reference the recommendations of the Think. Check. Submit. initiative, in line with international principles of publication ethics, scientific integrity, and editorial best practices.

Authors retain copyright of their works while granting the Journal the right of first publication. Published texts are made available under the Creative Commons Attribution 4.0 International License (CC BY 4.0), which permits sharing and adaptation of the content, including for commercial purposes, provided proper attribution is given to the original author. Authors authorize the reproduction, distribution, and public communication of their works, provided that the original source of publication is properly cited. Authors declare that the submitted work is original, unpublished, and authored exclusively by them, assuming full responsibility for its content. Authors are permitted and encouraged to publish and distribute their work online (for example, in institutional repositories or on personal websites) following publication.

We assure readers that their names and e-mail addresses will be used exclusively for the services provided by this publication and will not be made available for any other purpose or to third parties.

Open Access Policy and License
The Revista do Ministério Público do Estado do Rio de Janeiro adopts an Open Access Policy, ensuring free, immediate, and unrestricted access to its content, with the objective of broadening the dissemination of scientific knowledge. The publication operates under the Diamond/Platinum Open Access model, with no charges for submission, editorial processing, peer review, or publication of articles (Article Processing Charges - APCs). Articles are made permanently available in digital format, ensuring broad accessibility and long-term preservation.

Author Guidelines
 

Submissions must be made through the Journal's institutional e-mail address: rmp@mprj.mp.br.
Manuscripts must be submitted in editable format (.doc or .docx) and must include complete identification of all authors within the document. Works submitted to sections adopting the scientific article structure must contain an Abstract, Keywords, and their corresponding English versions (Abstract and Keywords). In the absence of these elements, the Journal may request completion by the author within seven (7) days. Following submission, manuscripts undergo a preliminary review regarding minimum objective requirements. If approved at this stage, they proceed to the double-blind peer review process, which considers both the Journal's editorial policy and compliance with submission requirements.

Evaluation Criteria

Among other aspects, the following will be considered:

• Originality
• Clarity of objectives
• Methodological adequacy
• Coherence and consistency
• Quality of writing
   

Submission Requirements
As part of the submission process, authors must ensure compliance with all of the following requirements:

• Papers must comply with the ABNT standards in force at the time of submission. Papers written in foreign languages should follow the corresponding ISO standards. Non-compliant submissions will be returned to the authors. 
   
• The manuscript must be formatted according to the template of the Revista do Ministério Público do Estado do Rio de Janeiro. 
   
• Authors must provide an ORCID iD. If necessary, registration may be completed at: https://orcid.org/register. 
   
• A footnote must be included for each author containing: professional qualifications, academic degree(s), institutional affiliation, e-mail address, Lattes Curriculum link, and ORCID.
   
• Manuscripts must be presented in the form of scientific articles and include title, abstract, and keywords in both the original language and English. The table of contents must be written only in the original language. 
   
• Manuscripts may be submitted in Portuguese, English, Spanish, French, Italian, or German. For works written in a foreign language, the title, abstract, keywords, and table of contents must be presented in both the original language and English. 
   
• In cases of submission in a foreign language, linguistic, grammatical, and terminological revision shall be the sole responsibility of the author. 
   
• Orthographic and grammatical review are the responsibility of the authors and must be completed before submission, without prejudice to any additional review carried out by the Journal. 
   
• If a manuscript approved in the preliminary review lacks mandatory identification and retrieval elements, such as abstract, keywords, abstract in English, or keywords in English, the author will be notified and granted seven (7) days to provide the missing information. 
   
• Manuscripts should preferably be unpublished. If previously published in newspapers, magazines, websites, legal blogs, conference proceedings, or equivalent media, this fact must be disclosed at the time of submission. 
   
• Redundant or duplicate scientific publications will not be accepted. 
   
• Scientific papers derived from monographs, dissertations, theses, lectures, forensic works, legal statements, or other relevant legal studies may be considered for evaluation. 
   
• As consideration for authorizing publication, authors will receive three printed copies of the Journal. 
   
• The manuscript must comply with the stylistic and bibliographic requirements established by the Journal. 

Publication Standards for Author Contributions
 

Manuscripts that do not comply with the required format will be rejected. Compliance with the submission standards available on the Journal's website is mandatory. 

Publication Standards

1.1 Preliminary Elements 

1.1.1 Cover Page 

(i) Title of the manuscript; 

(ii) Name(s) of the author(s). 

1.1.2 Author Identification Page 

(i) Name(s) of the author(s); 

(ii) Brief biographical note including academic background, academic title to be published, and profession. 

1.2 Textual Elements 

1.2.1 Scientific papers 

Basic Formatting Requirements 

• Paper size: A4; 

• Length: minimum 10 and maximum 60 pages; 

• Margins: 2 cm top and bottom; 3 cm left and right; 

• Alignment: justified; 

• Font: Times New Roman; 

• Font size 12 for title, body text, quotations, and table of contents; 

• Font size 10 for footnotes; 

• Line spacing: 1.5. 

Specific Formatting Requirements 

• Intratextual emphasis: italics only (no bold or underlining); 

• Titles (article, sections, subsections, etc.): bold (no underlining); 

• Title in both the original language and a foreign language; 

• Five (5) keywords in the original language and corresponding foreign-language keywords; 

• Abstract in the original language and a foreign language; 

• Numbered table of contents including all sections and subsections. 

1.2.2 Legal Opinions and Procedural Pleadings 

Basic Formatting Requirements 

• Paper size: A4; 

• Maximum length: 20 printed pages (single-sided), except in exceptional cases involving matters of significant interest to the Public Prosecutor's Office; 

• Margins: 2 cm top and bottom; 3 cm left and right; 

• Alignment: justified; 

• Times New Roman font; 

• Font size 11 for the summary (memento); 

• Font size 12 for the main text; 

• Font size 10 for footnotes; 

• Line spacing: 1.5. 

Specific Formatting Requirements 

• A Memento must appear at the top of the first page, consisting of a title and summary of no more than six lines, presenting the legal thesis defended in the pleading or opinion, or indicating its principal points, regardless of whether a formal headnote is included. 

1.3 Post-Textual Elements 

1.3.1 Papers

• References section prepared in accordance with current ABNT standards (NBR 6023 and NBR 10520); 

• Citations and footnotes must comply with ABNT standards; 

• Appendices, if any. 

1.3.2 Legal Opinions 

• Postal address, telephone number, and e-mail address of the author(s); 

• Appendices, if any; 

• Page limits may only be exceeded in exceptional cases involving matters of significant interest to the Public Prosecutor's Office.
